And I propose legislation that will eliminate mandates from health insurance policies to provide lower cost health care insurance while also covering all of the essential health care needs. The essential coverage legislation would cut the cost of health care insurance for a family of four by more than $1,000 a year, cut the expense of health care insurance for employers by more than 20% a year and add more than a million Texans to health insurance rolls. I've also taken action to cut the cost of life saving drugs. I've already signed a law that caps the cost of insulin and I am proposing legislation that will also cap the cost of inhalers and epinephrine to $25 a month. (01:27–01:46)
