The best thing that citizens can do is practice situational awareness for two reasons. Number one, bad guys, bad guys read that stuff. Bad guys want soft targets, they want easy victims. And so if the bad guys are out assessing a crowd, they're not going to pick somebody that looks like they're aware of what's going on. (25:06–25:11)
