Right now we have the worst of both worlds, which is an extra tax that is angering a lot of people. But we haven't gotten rid of congestion. I want to be the mayor that ends congestion in New York City. So I want to do what Singapore does and a number of other cities do, which is put a price anywhere in the city, not just south of 60th street where there's congestion. (18:15–18:19)
