But we do have an important opportunity here to capitalize the public health care system. I was pretty stunned years ago when I became the chairman of the subcommittee to find out my own State, Over 60% of the public health budget [in Oklahoma] was coming from the CDC. The state just simply wasn't doing its part. I think the national number is about 50%. We have some states. New York usually is a real leader in this area. (24:10–24:14)
