We knew that it had become cumbersome and now we have to figure out the best way to streamline it. And so there's models out there. As we said, We're just one of a handful of states that still does it this way. Almost everybody else has kind of migrated away from that. and this will give us an opportunity to do that. And as I think the commissioner said at this point in time we're getting to the point where I think our program integrity will be as strong as any state in the country than most. (20:44–20:50)
