But we, as we've said, have a responsibility that these programs remain strong, accountable and sustainable. Over the past several years, we have taken major moves to combat the fraud, to strengthen oversight, expand investigations, improve audits, upgrade technology and increase enforcements. But protecting those programs requires more than just the enforcement. It's moving back upstream in the prevention model and and examining those systems. Today we're announcing a bold effort to transform how Minnesota delivers human services. (11:00–11:10)
