Because as it turns out, the most common call for service on Milwaukee's bus line has nothing to do with fair enforcement or violence. It's people sleeping on them and trying not to freeze to death in the winter. So the response to that is not some guy with a badge and a gun. It's somebody who can help them get into housing or help them get mental health services or food, meet their basic needs. (18:47–18:52)
