It simply can propose. The convention can write an amendment, or Congress can write an amendment, but ultimately the states have to ratify by three quarters. So You need 38 states to ratify an amendment to the Constitution. That's not an easy thing to do. I think the only issues you can do it on are things that transcend some of the normal partisan cleavages. (14:41–14:46)
