Congress can propose through two thirds, and the states can propose through 2/3. Ultimately, any amendment to the Constitution would require ratification from 38 of 50 states, 3/4 of the states. So Florida has certified this. We now have 28 states around the country that have certified this [balanced budget requirement]. You have Montana, you have Idaho, you have Kentucky that are very near. South Carolina just did it recently. And as you get to 31, 32, 33 states, the momentum will be very, very strong. (03:34–03:39)
