So they basically, they took most of their power away for collective bargaining. You can't bargain over health and safety. That's terrible for prison guards out there. You can't. Every year you have to recertify the union. You can't collect dues. So basically, they made the unions into a hollow shell. They didn't have to do that. The unions were flying a white flag.
