And when you give, when you align the economic incentives with the health care outcomes that we're looking for, behavior will change. And that is what we need to do. And That misalignment [of economic incentives] is pervasive throughout the health care system in this country. And it's why we're paying so much for health care, because people are not getting paid to make patients well, everybody in the system, the insurers, the hospitals, the doctors, the pharmaceutical companies are all making money by keeping us sick.
