And the other thing that we need is more mental health experts that can help to defuse the situation, to decelerate the tension that sometimes exists when officers visit a particular home. But here's the point. We have put together in Washington the most assertive piece of legislation as it relates to police reform in American history. But overwhelmingly, the responsibilities for the administration on a day to day basis, police departments, it rests with local officials.
