If I might just offer a word of Suggestion to you, Mr. Mayor. The incarceration rates in America in our jails overwhelmingly occurred at state and local governance determinations. That's where the increases took place. The federal government wasn't responsible for these massive incarceration rates. It took place with state governments and local governments. And I suspect you know that, even though you've made this argument. So the reform bill we passed in Congress was a good one. (53:31–53:35)
