So when they did that back in 2008, most of the utilities were not invested in renewables. We regulate over hundreds of utilities, over 300 water companies. We have co ops out in our rural communities, these nonprofit co ops that are just struggling to provide energy to the people. And we do something like that, it drives up the cost. It's cost us. It's estimated $2 billion in Arizona so that we can get 15% of our energy from renewable sources. (05:11–05:19)
