You don't have capacity in prison. They actually accelerate their crimes, and there's more criminals. So what happens then is the state decides to put Prop 47 on the ballot, which says rather than putting more people in jails, let's change the definition of the felon. Right, or the felony or the misdemeanor. Now, something that was used to be a felony, which would have five to ten years in prison, is now considered a misdemeanor, which is usually probation, slap on the wrist. (1:26:59–1:27:11)
