Thank you. Good morning. Today I'm thrilled that we're discussing how to right a wrong that has lingered for over half a century. The Alaska Native Claims Settlement act of 1971, or as we refer to it, ANCSA, enabled economic self determination for Alaska native people and has benefited all Alaskans for the last 53 years. However, five communities, Haines, Tenakee, Ketchikan, Wrangell, and Petersburg, were left out of this landmark legislation. A 1994 congressionally authorized study of ANCSA found that there was no substantive reason these communities should have been left out. (00:00–00:20)
