However, five communities, Haines, Tenakee, Ketchikan, Wrangell, and Petersburg, were left out of this landmark legislation. A 1994 congressionally authorized study of ANCSA found that there was no substantive reason these communities should have been left out. It was an oversight, but one that has had major consequences.
