And the other thing we have to do is fix shared revenue because there's a reason that these communities are so desperate for any little coin that they can get. And it is because Republicans like Tom Tiffany took away shared revenue year after year after year. And if we don't solve that problem, of course these communities are going to be vulnerable to exploitation.
