I'm committed not to raise property taxes until we can demonstrate that we're using the monies that we currently have wisely. There's a lot of cynicism and I agree with citizens about how you're using their funding We still see waste, we see duplication, we see conflicts of interest. We're cleaning all that up, but we're taking care of the needs and building a foundation today. At some point we will go and ask Houstonians what kind of city you want to live in. (28:20–28:27)
