But I'm going to point to what we're looking at across the state, at what other cities, large cities have done for years. Houston should have done it. All of this is also brought about because of the revenue cap. Since 2015, the city voted and we've missed out on $1.5 billion in revenue. So the problem's been kicking the can down the road. Previous mayors laid people off, they sold city assets. Mayor Turner was very fortunate to get significant money from the federal government that was used for ongoing expenses. (03:02–03:11)
