Number one, you have to reduce the class size, particularly in K through 3, to get down to manageable numbers to teach basic reading and math. And I'm not talking about 20 kids per class. I'm talking about 8 to 10 kids per class. And secondly, you need to invest in teacher infrastructure to get subject matter experts on reading and math into those classrooms.
