I would have taken parking garages out of the zone, right? If I wanted less cars in a particular area, I would get rid of the thing that attracts cars, which is parking garages, and I would have put [parking garages] outside, some number of them outside the zone with electric slots. so that people had an incentive if they were going to drive in any way, to transition their gas burning cars to electric cars.
