And so we really know that services and housing are key and core ways of addressing the issue. However, We had an audit back in 2017, a series of three audits on how we were handling homelessness. And that's what we found. We had more housing, more low cost housing, more services, and that some of our criminal justice enforcement was actually, instead of getting out of homelessness, was getting people stuck further into homelessness.
