But if somebody is just homeless, if somebody is just sleeping in their car or somebody is just sitting on a corner asking for money, that we couldn't call that a criminal violation any longer. Right now people are surprised to find out that if a person is sleeping in their car, which we know that there are dozens of AISD families every night that sleep in their car, that that is currently a breaking criminal law inside of the city of Austin. And that means people could get tickets. In the vast, vast majority of cases, you're homeless and you get a ticket, you can't pay it, you wind up with a warrant. (03:36–03:50)
