It is not surprising and nobody takes advantage of all 90 programs. But I think it's probably not unusual to have people take advantage of six or seven programs. And then It would not be unusual in which people who have a mother and father at home are penalized over $20,000 a year if they get married. We have to look at these programs and frequently these programs materially put the married couple at a disadvantage. (11:24–11:37)
