The Taxpayer Bill of Rights says that if the state takes in more money than it's allowed to spend, they have to refund the rest back out to the citizens. So last year was somewhere around $4 billion that was refunded out. This year it's forecasted to be about the same, about $4 billion [in refunds]. The forecast is everyone's going to get between a 650 and $800 check. That is as a result of the Taxpayer Bill of Rights. The left wants to grow government and they can't stand that. (23:54–23:59)
