Certainly with Agent Orange, you could easily do that. It took too long to get those studies done. But the VA wouldn't move, and Congress wouldn't move without those studies. With burn pit legislation... there had been scientific studies that could credibly and reliably link 23 different conditions to burn pit exposure. everything from late adult onset asthma to sinusitis to kidney problems. And you'll see in our legislation that those 23 conditions are the ones that the VA now has to train for. (08:20–08:36)
