So many of the foreign policy issues that we're facing right now, international affairs issues, have to do with a failed drug war, frankly. And although I'm a Republican, it might be a little different hearing a Republican say this. The drug war has been a huge failure. I think attempts to stop vaping and stop non combustible nicotine products have been a huge failure and have cost so many American lives. (31:00–31:03)
