Because when I think about communities like Milwaukee, if we did end the buer system today, right now NPS would not have the capacity to take on those children. I mean let's be honest, NPS doesn't have the capacity to take on the children that they currently have because they're not [fully] funding our public [schools]. And so when it comes down to to the voucher system, it's extremely important that we're transparent that they're held accountable and that they held to the same standards as our both of us are public schools.
