We passed 12 individual appropriations bills last year. That's where we cut the discretionary spending. We also cut mandatory spending last year through the reconciliation package, through the rescissions. We pulled back money that had already been appropriated, that hadn't been spent. And at the same time, we're working on eliminating some of these hidden costs to families where government regulation makes things cost more and that makes your dollars not go as far. (23:52–23:56)
