Those people need to be locked up for a long time because they're not going to be easily rehabilitated. But we save our prison system for the worst of the worst, for the most violent. We empty the prison system from the nonviolent drug offenders, from all of those suffering from emotional and mental health problems. And so we can reduce the total cost of our prison by making sure that we keep the prisons only for those who are serious threats to us. (07:58–08:06)
