We empty the prison system from the nonviolent drug offenders, from all of those suffering from emotional and mental health problems. And so We can reduce the total cost of our prison by making sure that we keep the prisons only for those who are serious threats to us. Also, we reduce the crime rate when we take everybody else, or if we offer them enough help at treatment courts, they get better, they have better lives. (08:06–08:15)
