In some ways, I think the Insider Trading act that I just passed, the Stop Insider Trading act, is really a focus and a look at Congress itself. There's a broad public concern that members of Congress are getting inside information and then might be in a position to leverage that in the financial markets. Insider trading is really difficult to enforce. It's against the law for anyone, including members of Congress, to use inside information and then make a trade. The challenge, of course, is enforcing that. (11:19–11:29)
