There's a broad public concern that members of Congress are getting inside information and then might be in a position to leverage that in the financial markets. Insider trading is really difficult to enforce. It's against the law for anyone, including members of Congress, to use inside information and then make a trade. The challenge, of course, is enforcing that. And so my solution says let's just put a blanket ban on members of Congress from trading individual shares of stock while they're serving in Congress.
