It's against the law for anyone, including members of Congress, to use inside information and then make a trade. The challenge, of course, is enforcing that. And so My solution says let's just put a blanket ban on members of Congress from trading individual shares of stock while they're serving in Congress. The bill works. I was glad to see it passed with strong bipartisan support yesterday in the House. But the broader Clarity act is really a regulatory framework. (11:40–11:50)
