And no amount of policing will connect the mentally ill homeless person to stable housing and services. So At the heart of my plan is a program called Housing First. And it's working in Houston and Denver and Salt Lake City to take people straight from the street into housing and services. It works 70 to 90% of the time. (09:42–09:46)
