Let's be clear. Language access is the law in New York City. So it's not a nice to have. It's legally obligated to have. But Agencies fall short a lot of the time [on language access]. We do audits in the controller's office of agencies on their language access and show when their website's not up to snuff because the translation isn't good. (15:48–15:57)
