Except for one proposal that would lessen the dependence on property and have more dependence on income as it is right now. It's a mixture of both. It's a mixture of both. The majority of people, 65, 70% pay based on a percentage of their income. And that was by design, which they call income sensitivity. We call income sensitivity. Above that they pay the full freight on their property. There is some feeling that we should put more. (20:51–20:59)
