I think there's a political attitude that is like, well, we want to protect their civil rights, their civil liberties. Bringing them in involuntarily is a civil rights violation. Not if they're mentally ill. The law says if you are not in a position to care for yourself, if you are putting yourself in a dangerous situation, sleeping on a subway, in a corner where you could get mugged or robbed, you are putting yourself in a situation where you cannot care for yourself, that person should get medical assistance and mental health assistance.
