We need to look at carbon capture. We need to make investments in programs in agriculture that frankly do a lot for carbon capture. I think Climate change policy, frankly, ought to be an opportunity to grow California agriculture and American agriculture. We've got to make these infrastructure investments and the problem that we've got in Congress right now is a lack of willingness to make big projects work. (36:15–36:23)
