Because you did this in Wisconsin with Badger Care, which was basically to help women and children get coverage. So how do we do that? Badger Care was an idea that I came up with and that was probably, I think probably the best health care for low income people in the country. Mike Dukakis gave me credit for a Democrat and I who didn't agree on much, but on Badger Care, he said it was the best program in the country. (12:25–12:36)
