But there is an exception for universities. And here in Wisconsin, the universities have taken advantage of it. And I think as a result of the reporting by Wisconsin right now, I think they revealed there's 495 of those positions at the universities of Wisconsin that are filled by people who are from outside the United States of America. And what my bill does, the CAP act, it says that you shall fit those people within the 65,000 cap. In other words, there'll be no exceptions to the cap. (13:17–13:29)
