For the first time in my life, Congress repealed two dormant authorizations for use of force that were still on the books and could still be used by a president to engage in hostilities with another country. The first was from the 1991 Persian Gulf War, and the second was from the war in Iraq that began in 2003. Both of those authorizations still remained on the books, and it was my position that we ought to repeal those and get back to Congress authorizing use of force in a way that makes sense, working with the commander in chief to carry that out.
