One of the proudest votes I cast as a member of Congress was last year at the end of the year, the National Defense Authorization Act. For the first time in my life, Congress repealed two dormant authorizations for use of force that were still on the books. and could still be used by a president to engage in hostilities with another country. The first was from the 1991 Persian Gulf War, and the second was from the war in Iraq that began in 2003. (32:16–32:22)
