We said, okay, that's really dumb to incentivize and prioritize the health care of young healthy adults ahead of kids and people with severe disabilities. And so Texas did not expand. But States like California and New York are spending huge amounts in terms of federal tax dollars [on Medicaid expansion]. And it's a perverse incentive because California is incentivized to provide less health care to the people who really need it, to kids and people with disabilities and more health care to 25 year old healthy men.
