When I first got into the Senate, most of the overdoses that we were seeing in the US were for prescribed narcotics. And We made some real reforms in how doctors prescribe these pills. They don't have to give a 30 day supply after a root canal. They can give a three day supply. Now, all of that has changed because of reforms that I've helped push forward, especially in the VA.
