I think all 15 counties now use vote centers on at least some scale. Maricopa county started using vote centers in 2016 and then used more of them in 2018. Then In 2020, the Maricopa County Board of Supervisors made the decision to go to a very heavy vote center module. because a lot of the voting locations that they previously had at their, at their availability were not interested in hosting a site for the 2020 election.
