If you get an early ballot by mail and you drop it off as a drop box, it doesn't matter if it's precinct based voting or if it's vote centers. So Arizona has been moving to vote centers since, I think, 2012 in Yavapai county adopted it. I think all 15 counties now use vote centers on at least some scale. Maricopa county started using vote centers in 2016 and then used more of them in 2018. (31:20–31:27)
