In 1947, Gary was not only the fire chief for the Oklahoma City Fire Department, he was the incident commander for the Murrah bombing. Under his leadership, Oklahoma City set the benchmark for terrorism and disaster emergency response and rescue. You He [Gary Mars] implemented the Incident Command System, or ICS, which is now the mandatory structure for any incident being worked under under federal Response plan. The response is now known as the National Incident Management System. Gary Mars is a hero who helped give families something to memorialize.
