And you can see the need to some degree. But the other part that you have to look at is say, yes, we do need to have this done. We need to build these treatment plants, we need to increase our water use source, and we need to raise the rates to get all this done. But at the same time, at what cost? And is it too much, too soon for the ratepayers? The economy certainly hasn't helped us. Yeah. And so what's affordable? Yeah. (12:31–12:44)
